Video understanding

Sending video into a chat request — a video_url style content part — isn't handled. Only image_url content parts are recognized (see image understanding); anything else isn't specially gated or routed, so don't build against it.

This is separate from video generation, which is supported — that produces video as output, not video as chat input.
